Contact Form APIs: Rate Limits That Preserve Genuine Enquiries
CURRENT DEVELOPMENT PRACTICE

Modern sites connect forms to several APIs; retries and downstream costs make resource-aware enquiry handling a practical development concern.

01 / WEBSITE DEVELOPMENT

Map the work performed by one request

A contact endpoint can trigger storage, email delivery, attachment scanning and other paid or resource-intensive work. Count these operations before choosing a request limit. A form that accepts a small message is different from one processing several large uploads. Identify the maximum legitimate payload and what downstream work each accepted submission starts. OWASP recommends controlling request frequency and resource consumption in line with business needs; a limit should therefore protect the actual workflow, not be copied blindly from another website.

Prepare an endpoint contract showing required fields, payload boundaries, possible responses and the point at which an enquiry is accepted. Perform validation on the server even if the browser checks fields. A disabled submit button is a convenience, not an abuse control. Keep delivery status separate from acceptance: storing an enquiry can succeed while its email notification fails. This distinction allows operations to recover a notification without asking the customer to repeat an already received request.

02 / WEBSITE DEVELOPMENT

Choose layered controls with a legitimate-user test

Consider limits for request frequency, message length, attachment size and expensive downstream operations. Where identity is available, use it appropriately; where it is not, recognise that an address-based limit can affect several people sharing a network. Avoid treating an IP address as a perfect individual identity. Use a controlled test representing multiple legitimate customers as well as an excessive request sequence. The design should have an observable way to assess whether controls are blocking ordinary business traffic.

03 / WEBSITE DEVELOPMENT

Return an honest limited state

MDN describes HTTP 429 as a response indicating too many requests, with an optional Retry-After header explaining when to try again. Translate the response into clear form guidance. Do not show success when the endpoint rejected the request. Preserve the entered information in the current page where appropriate, explain that it was not accepted and offer a deliberate retry. Do not start an unlimited browser retry loop that creates more load while leaving the customer uncertain.

04 / WEBSITE DEVELOPMENT

Handle ambiguous retries and accessibility

A network timeout does not prove the server rejected the enquiry. The server may have accepted it before the browser lost the response. Agree an implementation for detecting repeated attempts, using a stable submission identifier where appropriate, rather than assuming every retry is a new request. Review the exact endpoint contract and retention needs. Announce changed status through an accessible mechanism, keep error text readable and do not move focus unpredictably. A customer should understand whether to retry, wait or use an alternative contact route.

05 / WEBSITE DEVELOPMENT

Hypothetical case: a shared office network

Imagine three staff members at one office submitting separate supplier enquiries while a fourth browser repeatedly retries an old request. A crude network-only limit could reject all four. Test this case with non-sensitive fixtures. Inspect which rule triggered, whether accepted submissions remain distinct and what each browser displays. Adjust policy based on the legitimate workflow and abuse observations. This is a design exercise, not a claim that the company deployed a particular threshold or achieved a measured reduction in spam.

Include a downstream failure in the same exercise. Accept an enquiry into the intended durable record, then simulate unavailable email delivery. Confirm that the system reports acceptance accurately and makes the notification failure visible to staff. The retry procedure should not create another commercial enquiry merely because the first notification was delayed. If the implementation has no durable record, be explicit about its limitations instead of implying a reliable queue exists.

06 / WEBSITE DEVELOPMENT

Validate the boundary before release

Test a valid request, oversized payload, rapid repeat, limited response, disconnected browser and notification failure. Inspect server decisions as well as visible text. Keep operational logs useful without recording unnecessary message content. Assign an owner to review false positives and rule changes. Rate limits are a maintained policy: adding an upload feature or new notification service changes the protected work. Document that dependency so an apparently cosmetic form update does not silently increase resource exposure or discard genuine requests.

Keep an operational review sample of limited requests without unnecessarily retaining their message bodies. Review false positives, downstream consumption and legitimate-user complaints together. A policy change should have a documented reason and a repeatable acceptance test.

Practical checklist

  • Inventory downstream operations and payload boundaries.
  • Test shared-network legitimate traffic.
  • Show rejected and accepted states accurately.
  • Validate timeout retries and notification failures.

Frequently asked questions

Is disabling the button enough to stop abuse?

No. Requests can bypass the page. Server validation and appropriately chosen resource controls must protect the endpoint.

Should a timed-out request always be resent?

Not automatically. Check the submission contract and possible prior acceptance before creating another request.
